I have a 1971 Plymouth satellite with a 360/727. The other day I was trying to install my new shifter but she wouldn't turn over. I'm getting 11v to the voltage gauge. The starter bolts are tightened down. The wiring in the engine bay is awful from the previous owner. I was looking for a wiring harness but can't find one for a 71 Sattelite with a 360. What else might be my issue with starting?
 
11 volts is low. Also if you changed something with the neutral safety switch the starter relay won't energize. Usually a brown wire from the relay. It grounds the coil.
 
Should have at least 12.5. _ 13.1 volts to start with.

My guess;
1. Not enough charge (although the starter should click at 11V)
2. Safety neutral switch not working or the wire is disconnected (find the safety neutral switch terminal on the starter relay and run a jumper to ground)
3. fusible link fried
4. bad starter or starter hung up
5. main power wire from the ignition not making contact

If it cranked and then just didn't, most likely it is something simple

You really need to paint a complete picture here such as "the car was starting and running fine, then when I was working on it and tried to start it, nothing" or something to that degree because there are a lot of variables here, but again it is probably something simple. Charge the battery up and try it, if nothing then start checking one thing at a time.
 
Check the neutral safety switch as others have stated, also make sure the adjustments are right on the shifter linkage next to the trans.
 
Get the battery charged up, then hold the key in the start position and move the shift lever between park and neutral. Sometimes you can get some play in the linkage and the safety switch doesn't line up properly.
