On My 69 charger I Had No Turn Signal Provisions For Wiring So I Tapped Into The Front Park Lamps/Turn Signals.

The Black With Yellow Tracer and The Black Wire With Green Tracer Wires..

The Problem Is They Dont Flash With The Signals. They Turn On With The Park Lamps Though and Stay Solid.

Also The Side Markers On The Car Dont Turn On. Not Sure They Ever Worked

I think the '69 B-Body cars side markers are reflectors and have no lights.

I don't know what you mean by "No Turn Signal Provisions"? Does that mean no turn signal lights?
If you are adding a dual filament bulb for turn & Marker lights, make sure the bulb socket is grounded. If socket not grounded, both bulbs will light up, and usually the dash indicator light too, because the bulbs are grounding through the dash turn signal indicator light.

It sounds like you need a new front lighting harness. About 185.- from Evans Wiring. As 451 said, you have tapped into the wrong wires. I'm not certain, but I believe the black/yellow tracer is the marker light circuit.

No Provisions As In No Plug On The Harness To Plug The Hood Signal Lights Into. I Think The Front Harness Came From a Different Car..

As For A New Harness. Not In The Budget The Way The Canadian Dollar Is Right Now and Getting Packages Over The Border Right Now Isnt Easy
