My ‘70 b body pass side door is rubbing the fender when opened. Is there a forward back adjustment in the door hinge or do I have to slide the fender forward?

You can shim out the bottom of the fender slightly then move the top out accordingly.
You could also visit a shop and use a "spoon" to give your fender edge the desired clearance.
 
The Door will slide back a touch and fix that. Tighten up that gap between quarter and door, then see where you are at with it rubbing. Always start at Door and quarter and work forward, as you can't adjust the quarter at all so that is your starting point.
 
The door needs to tilt in behind the fender when door opens. It looks to me that the fender needs to be bowed out in the middle some. Just by loosening the lower fender bolts only, you can do allot of adjustment on the fender.
