Ok, what is this plate? 66 Coronet front bumper brackets

I haven't seen this before. There is a plate attached to the top of both front bumper brackets. It looks OEM but with this car, anything goes. See pics

Almost looks like a stone/rock shield but who the hell knows. If I don't need it, I'll leave it off the car.

Front splash shields. I know they are on 67 Coronets and I think 66 also.
