Hopefully replacing the torn wiper pivot seals do the trick.if this area is blocked, how do you get them unblocked? Is that a major operation?

Just install the foam seals, and do NOT use RTV. All that is required are the seals, and have worked that way for decades.I poured a gallon of water down each side of the cowl. Water flowed freely out of each drain hole. No interior water. I'm thinking of adding some silicon around the wiper holes and then putting a new gasket around the windshield
