Can I use a flat '68 trunk pan in a '67 charger? (don't like the spare tire well)

Simple answer Yes. However a 67 gas tank wraps around that spare tire well.
I cut out my well and welded in a new fabricated flat panel with some bead rolling to match the factory stuff - turned out great.
Plan on getting a new tank now that the space has increased.

Yes it can be done. I did it to a 67 Belvedere so I could mini tub and still get the exhaust out the back. You will run into some issues if you use the 68-70 charger tank as the fill tube will protrude into your trunk compartment. If that bothers you then you may want to consider the belvedere/coronet tank and modify your rear cross member and bumper to a rear fill.
