Cylinder 5 exhaust rocker barely moving...

If it's moving a similar stroke as the intake lifter beside it then the lifter has collapsed. If you had a big block they are easy to pull out, but not sure on that SB if you can get it up through that oil drain back hole. If you can, take the lifter apart, clean it and put it in a cup of oil and use a drill press or brute strength to cycle it and see if it reloads.

Mine, after sitting 14 years, had one lifter that wouldn't come up. Just a small speck of dirt in the lifter guts. Pop the clip, take it apart, soak it in gas, flip flop, wipe, reassemble the parts with some oil on them, fill a spray can lid (one without a vent hole.. :nutkick:) with engine oil, drop the lifter in and try to pump it up. It should go hard in a few strokes. :)
 
when you turn the motor over look at the outer diameter of the lifter see how far up it goes.. just bump start it, no need to crank it over so fast.. save your starter. While bumping it over look at the other lifters to compare .
if you get lifter out , if cam is going bad the face of the lifter will have gouge marks on it. Hope thats not your case.

Haha bumping is definitely ideal but when your balancing filming, holding the light and using a flat head screwdriver to jump the starter from the relay it’s a bit easier said than done lol. I just hope this lifter comes out without being a goomba

you don't need to film for us.. just see what you can see and compare. overall movement. where are you in CI?
 
If the lifter had collapsed there would have been a lot of racket. Before disassemble should have seen how much play was in the rocker arm.

Exactly. Although fast bleed lifters act strangely when you roll them over by hand. But they would all act the same. Lifter failure being the cause is very unlikely.
 
Take your oil filter off and open it up and look for metal filings. If you have lost a cam lobe you should see filings. Hope it's a collapsed lifter...certainly happens now days more then it used to with lifter quality poor, but I would be surprised if that was your issue. If you can see the lifter when it's running see if its spinning...if it's not...that would also be a bad sign and point towards a wiped lobe.

Put a straight edge on the base of the lifter. The side of a feeler gauge works well here. If you can see light under it, the lifter needs replaced and examine the cam lobe carefully. It may need replaced as well.
 
It may be just the pic, but that lifter looks concave to me, supposed to be convex. I bet your cam is toast too, or it soon will be. Sorry.
 
Damn, it’s basically flat... not convex or concave. Looks like it may just be time for the ole 340 to come out
 
Does the cam lobe look scored at all? Drop a new lifter in drive her. You current lifter definitely looks like it's valving guts exploded. You could also find a good used lifter and refurbish/polish the contact face so it can then mate itself to the cam lobe. Done all the time in aviation.

Haha that was balancing a steer tire. I’m a commercial salesman for Goodyear and sometimes I forget that I’m not a tire tech anymore and decide to smash my thumb with the tire weight hammer....
 
Also the took a strait edge to it. It’s definitely ever so slightly concave not convex or flat. There does appear to be some scoring on the lobe itself also
