There is this. I found on the IDAho DMV site. Have a sheriff or city police guy do the VIN check.
The above works the same way here in Georgia if you cant find or dont have a title you can have a sheriff come out and run the vin and issue you a letter stating that the car is clear its called a bonded title. Then there ya go you are off and running.

SALES/USE TAX 6% of value or purchase price, unless an exemption applies. Local Option taxes may also apply.
VEHICLE IDENTIFICATION NUMBER (VIN) INSPECTION Required whenever a vehicle is being titled in Idaho for the first time. Also required for vehicles previously titled in Idaho when no Idaho title is being presented with the application for title. Not required with applications for duplicate title in most situations.
