Yes, and from an ancient mopar article from the 90's I thought the governor does more for rpm of wot upshift than part throttle. Part throttle rpm is mostly controlled by kickdown and easily affected by adjustment.
That’s correct. It’s always the governor that nudges it over though. If the linkage is right and you want another 10% rpm, the governor can do it.
