Yes, and from an ancient mopar article from the 90's I thought the governor does more for rpm of wot upshift than part throttle. Part throttle rpm is mostly controlled by kickdown and easily affected by adjustment.
 
I don't mind the speeds it shifts at currently. I was just under the impression that it's bad for the transmission. I have a deep pan and a trans cooler already, so I'd hope the atf temp won't be what makes this thing drop guts. If you say it's fine, then all i need to worry about is drilling a hole and altering the travel of my throttle cable and kickdown rod.

That’s correct. It’s always the governor that nudges it over though. If the linkage is right and you want another 10% rpm, the governor can do it. If the linkage isn’t driving at least factory shift points then it still needs work.
 
Both the kickdown and governor affect the shift RPM, since they both impact the line pressure. The governor affects the shift RPM with a design presumption that the kickdown is moving the throttle pressure lever within specs. Changing the kickdown linkage position at the carb and/or the kickdown lever hole relative to the throttle lever hole affects the throttle pressure valve movement inside the valve body, changes shift point and shift quality.

Shifting into 3rd feels strange. Maybe a slight clunk. Hard to describe.
Then you're likely not hurting the trans. 727's are known for harder shift 2-3 with a kit in them

Yes, it sounds like the kickdown band is a little too tight causing a thunk when it shifts into 3 gear. Back it off 1/4 turn at a time until the overlap is gone.
