So im hearing a slight tick in my engine and it sounds like rocker arms are ticking. Are stock RB rocker arms supposed to have a lot of play where they mount on the shaft? Maybe hard to tell by the pictures posted but it seems to me like there’s way to much play in the rocker arms.

This is normal. They sit on the valve and pushrod, and get pushed up to the shaft.

Assuming the pushrod lengths are correct, usually ticking is collapsed hydraulic lifters.
They aren't "pumped up" with oil.

or a worn cam lobe or cupped lifter
better check
cut your filter open
check the drain plug magnet

I Dunnow, Looks a little loose to me! Yeah, check the magnetic drain plug, cut the oil filter open, and if you
have a cheap "Endoscope", try and look at the cam lobes. Something is not right. How's oil pressure?

The rocker arms should be a close fit on the shaft. A "tick" sound is almost surely the lifter.

Stock type rocker arms are never a 'close' fit to the shaft......but are not real lose either.
