tail lights on a 64 dodge 330 sedan

I am almost done restoring my 64 dodge. the problem I have is the inner running lights are brighter than the outer ?? I have new bulbs & harness. when I hit the brakes & use turn signals the outer ones get as bright as the inners.

Sounds like your inner lights are illuminating the stop filaments for some reason. Sockets hooked up backwards? Bulbs in wrong?
