On the 1973 RR I am restoring, the interior floor pans look like this. Appears to me that the seam seal has also be run in the drip channels. Was this for sound deadening or for some other reason?

Second question, the paint on the floor pan is original (should be a single stage enamel) but it does not shine at all and has a rough texture. Any reason for this, it is almost like it was fogged on.

They were building cars as fast as they could, not making show pieces. Seam sealer was mostly just slopped on, and the only inspection on paint that was covered up by carpet and interior was that it had coverage.
 
Hardly any inspection on the exterior paint. Paint jobs were some times a part of dealer prep.
 
They didn’t clean or wipe down the floor before painting. They didn’t spray it to shine and be smooth, they just put paint on it.
