Tank grommet too loose

Getting ready to pit the tank back in wifey's 65 Belvedere wagon. I put the grommet on the tank and it is loose enough that it spins freely. I even put the filler tube in and I can spin the filler tube by hand. It's snug around the filler tube, just loose on the tank. Should I try some gasket sealer or urethane caulking or something so I don't get fumes?
 
If you can't get a new grommet,,, you could try Seal-All. Designed for gas.
 
I did use the Steele Rubber grommet just because others advised it over other repros. I will try the Permatex. Thanks.


Fought with new fuel tank filler neck GROMMET. I suppose i MUST drop the damn tank to do this? Sucks that its 3/4 full of 114 octane.. Is there an EASY way? Tried oil on the filler neck, just bit of a wrong angle, (OER Grommet).
