Manifold question

I have a set of 1971 383 hp exhaust manifolds and the hot air valve is stuck, should I cut it out or leave it. Going to sell what should I do?
 
is it off the car ?

I assume it's rusted shut ? or something like that

I'd attempt to use some sort of rust penetrant & free it up
at least get it so it's open

if it's stuck open it won't hurt much
on extremely cold days, it may be a lil' cold-blooded
longer for the choke to turn off

if it's stuck open & you do nothing
I'd just disclose it to the new potential buyers
 
I would definitely try freeing it first. As suggested above, rust penetrant.
 
If you are selling them, I would leave it alone and let the next owner decide if they want to get it working. A lot of guys remove them anyway.
 
If it wont free up with a little spray I would leave it be and advertise them that way.
