70 Charger 500 steering wheel removal?

Hi, I have a '70 Charger (recent purchase) and the horn center (3 plastic prongs at 3,6, and 9 o'clock, with two metal loops down by the wheel rim) is just flopping around, and the horn doesn't work. I've tried pulling, but it won't come off - do I need to pop out the center Dodge medallion to access a bolt or nut or something? I don't want to go prying on plastic, and crack something, only to find out that's not where the attachment is to start with...

I do believe you need to remove it and a bolt will be under it.

Yep, it's straight, just no springs on the horn "button" area so it's flopping around. I figure I'll start troubleshooting electrical (no dash lights, blower motor always on, no horn) while I'm waiting for floors to arrive...
