1964 Sport Fury Cowl seal and ?

I know that the seal towards the front is the rubber cowl seal that can be purchased. My question is - what is that soft rotted out seal right behind the rubber cowl seal? Any idea where to get it? I'd like to try to find the real one before gluing on something else. Thanks

Not sure what it’s for. I thought it may be dual seals for water but I can’t see why that’s necessary. Either way I’m pretty sure joe Suchi has every piece of rubber for our 64s

Anyone have factory tech bulletins? I’m
sure many will remember (or maybe I’m that old..?), once upon a time before recalls were the thing, tech bulletins were received at dealership service and parts depts, this might have been a fix for something, and might be found in one of Chrysler’ Bulletins.
 
It sits on a raised metal section almost like something is meant to go on top of it. Thank you for all the replies.
 
The extra rubber seal that you have on your car doesn’t look like it was made for that purpose. It looks like it’s broken down much worse than your original seal and appears like it was made of a different material.
 
I just checked. Mine are off the car because it’s going through a paint job but one is clipped in (closer to firewall) and one was glued it seems (similar to yours)
 
The only purpose of these seals at the back is to keep SOME of the water out but more importantly to keep hot underhood air from spilling out and into the fresh air intake. This is a CA non AC car so I'll guess that someone added this to keep the fresh air temp lower.
