With all the Police equipment installed why don't you think it was an original Police package vehicle? Was the speedo certified? It probably would have been cheaper to get it as a Police packaged car. Welcome from East of the big apple.
 
I believe I'm familiar with the car. It is dark blue in color and if I remember correctly a white vinyl roof. It was a County Detective car from or near Schwano County. It was on Craigs for a long time until some guy bought it for the 400 ci motor and put the 318 in it. I was going to look at it but it was sold.

In case you didn't know- there are two ways to get a "police car", the K VIN code, and the A38 option package.

I'd be interested to see the individual options if they were ordered separately.
