Help me identify this very old mystery tool.

I'm cleaning out my Dad's shed since he passed away. I have a pretty good tool knowledge, but found one that has me stumped. My Dad was into auto mechanics, and taught auto shop at a local high school for many years after his stint in the Army during the Korean era. His Dad was a fire fighter that raised cattle on the side. My other Grandfather was a machinist for the old N&W Railway. So THIS could have come from any of them. It looks like some sort of crimping tool. Anybody know what it may have really been used for?

Is there a slot if you look down on the jaw?
 
It's an Exxon Elusive tool......Commonly known as an EET
 
Just going by the 4 screw cover , to me it looks as if it originally had extra end / die pieces to swap out.
I think sabre is prob correct and its some kind of flange tool for light sheet metal.
