Turn signal issue

Hello everyone I had a new turn signal switch installed on my 65 Coronet, quality part bought from Daniel Stern lighting and there's a problem sometimes not turning off. It will always turns off if you turns when doing this.
Put on signal, left or right , car stopped, turn wheel a quarter turn in the opposite direction of signal direction and it turns off. It doesn't turn when normally completely making turns.
It also makes a scraping from the steering wheel when turning. I talked to the tech who installed it and he said the steering wheel is broken. The wheel does have cracks.

And I bet that Tech can tear up a crowbar in a sandbox too! What kind of crap is that? Find a more competent mechanic! Good Luck
