How to secure Spare Tire

The spare tire instructions that I have brought show the hooked J bolt going down through the jack hook, spare tire with the wing nut on the bottom. I'm almost sure this is not correct. Can anyone send a correct breakdown of securing the spare tire on my 65 Dodge hardtop Coronet?
 
It should be in the factory service manual (FSM) Mymopar has them free to download.
 
If you can find a jack instruction decal clearer than this one...

Does the hook go inside the spare? Try a online factory service manual.
 
J hook, tire, jack base, wing nut, cardboard cover, round wing nut....for a 68 dodge
 
Still the same way. The jack hook is used to level the tire. the "J" (hook bolt) goes through the center of the rim followed by the the inverted jack base. Circle of jack base fits into the center of the rim.
