Ive never seen one of these steering wheels in a 68/70 b body

I don't know what the code is, but I restored a 70 RR with that same steering wheel. The owner sent it to someone else for restoration, so all we did was reinstall it. It's a rare and not often seen option.
 
That is 1970 wheel only. The steering column got larger diameter because of the key on the column in 1970. So 68-69 wheels don’t go on a 1970 column.

I don’t know the code, but I’ve seen them a lot when cars were still original in the 80’s and 90’s.
 
Believe it or not, the parts book states it as a rim blow wheel, also.
 
The Blue wheel in the first Post is a 1970 B-body rim blow wheel. It really has the contact strip around the inside of the wheel and that’s is the only way to honk the horn.

the wheel in post 5 is an A and E-body rim blow wheel 1970-1971,
 
I seen a couple pictures of cars with that wheel, it is ALSO a rim-blow
