Strange - trunk lip cut where stamping should be 69 B

The trunk lip area per the pic seems to have this area cut out. Appears previous, not so great work, done in this area and around the quarter could have a bearing? Possible this area had been replaced and was cut out to prevent confusion? Cant think of why anyone would want that piece of metal, only matches this car. WeirdView attachment 1095958
