I have a 70 RR with Rallye dash and the Tach stays pined all the time Is it a bad Tach?
 
Do you have a "modern" speaker mounted in the dash? Magnet will do funky things with gauges.
 
It's redlined to 8 grand
Does it do it when the switch is turned on or after the car is started? I would start by removing the tach wire from the negative side of the coil and see if it goes back to 0.
 
The needle must be stuck. With no power to the tac there is nothing to take the needle off of zero. It should be returned to 0 by a spring. So I would say most likely either the spring is bad or the needle is stuck
 
I think pulling the tack wire is a bit of a waste of time, because there is no juice going to the coil with the key out of the ignition. But going back to the question is the needle at eight grand with the key on and off?
 
If it goes back to 0 what next?
Wiring error or defective tachometer. Check your battery and ground on the back of the tachometer. Also check that the tachometer wire to the coil is not grounded somewhere.
 
I think one of the first things I would try is getting something like a half inch wrench putting it up behind the dash and tapping lightly on the back of the tac case
