Horn button markings '68 Road Runner

I posted this once a few years ago and no one had an answer. My '68 Road Runner is a little unusual as it is a 999 paint code in Petty Blue. Lots of mystery around these cars but this one has me mystified. Pardon the upside down pic but the markings beside the Plymouth logo are original to the button and are cast inside the plastic, so they have not been added after the fact. It appears to say "Cert 14". Has anyone seen markings like this? Or have a car with them? Any input would be greatly appreciated.
 
I’m talking about the white script to either side of the Plymouth emblem.
 
It looks like a tooling die mark from the rear - for what reason I am not sure.

Maybe a date & part # marking which is not normally seen from the front.

Hey doctordodge mine is the 999 paint code Petty blue also but I have a different horn button on mine. Not sure if it’s correct or not but it was on the car when I purchased it from the original owner.

That's the standard cheapo wheel & horn center. BTW, clean out that brown dirt in the recessed groove, it's grossing me out.
