What do you see in this block ?

All I can see is:
* stock forged steel Crank Counterweights
* stock connecting rods with stock rod bolts
* low compression cast pistons
* NO evidence of Balancing whatsoever

Also, IT'S not a Hemi,lol.
 
Looks like the timing chain has the nylon gear and the chain looks stretched.

I think you were looking at qkcuda’s picture. The only thing we see is the timing chain going around the lower sprocket. Can’t tell about stretch. If it’s been balanced and has a purple cam in the last 30 years it’s pretty unlikely to have nylon teeth. Those usually hit the dumpster the first time the engine is apart.
 
As far as the oil leak goes ,check the area of the pan around the bolt holes, it may have been overtightened at some point making the pan rail distorted.
