Quick question on a heat riser that has been welded.

I thought the whole idea of welding the heat riser open was to do it in the "fully" open position. Any reason someone would do it like this other than they didn't realize it was partially closed. Thanks in advance.

Probably was rattling and the customer wanted it quiet. They did it on the car an didn’t know which way was open or closed so they did it in the middle of the travel. Really, some folks are that stupid!
 
Ya, it was rattling & the guy didn't know what the position was. Smoke wrench is the answer.
 
I would try to grind the weld off and get it working. There is a spring missing on the end where it was welded. The engine will run better on the cold mornings with it properly working.
