Is that the instrument cluster voltage regulator? Drops 12V down to about 5V for the temp, gas, and oil pressure gauges to work. (Looks like it may be that)

Yep. Voltage limiter.
I had issues with the limiter in my 65 Belvedere, fuel and temp gage. Contacts inside pitted not allowing a constant 5 volts to operate the gages. An Electronics tech buddy of mine built a sweet electronic regulator with an adjustable pot to dial up and retain the exact voltage. No issues now.

It is not supposed to be a constant voltage. It's supposed to be a pulsating voltage. Also new digital ones are available.

Can somebody tell me where to get a limiter? 1964 Plymouth. Closer is better. I'm in southern california, rancho cucamonga. TIA!
