Factory finish of steering column and dash.

I am about to spray paint my dash and steering column. I have purchased the appropriate paint however I do not know if everything gets painted.

Does the entire steering column get painted ? i.e. 360 degrees ?

What about the dash. Same thing for the support that holds the steering column to the underside of the dash or is that just black satin in color ??
 
The column is painted all around and full length. Under dash supports can be painted with semi-gloss black. What year car?

It’s called a suede finish. It was an additive back in the day. This was formula from local PPG jobber that simulates it in today’s paints.

This is my very first car ever and without your help I would be in over my head. BTW many people do believe that I am in over my head.

I believe in 69 the column would also be painted with a suede finish.

Is that a collapsible steering column under the dash piece? If so from what year?
 
The 67 steering columns are also suede.
