Noob here, there is a black pull knob under the dash to the right
of the steering column, is this stock, and what is it for ?
1966 Belvedere
 
Driver and passenger side floor vents - one knob on each side of the column.
 
If you haven't pulled it open, wear a mask. If it hasn't been opened in years, no telling what will fly out.
 
And might I ad, those vents work great. Even in hot weather they provide some nice cool air into the cabin of the car.

Definitely open it at a low speed in a low traffic area the first time - debris is gonna fly out!
It would be better if a passenger opened it first time, too.

Like I said a good use for those masks, maybe even some goggles.

Opened nothing came out
 
Obviously its clean or has been cleaned recently.
