Spark plug wire brackets

Have my engine back from the machine shop. They put the short block together for me. I have a couple manuals that I go over to make sure that I am putting everything else together properly. Now I am at the point of installing the accessories on like the plug wire brackets. I notice that some of them go under the head bolts. I have looked at the books and they take out the bolt put the bracket on then retorquet it. Is this right? I am hesitant to do this. What is the proper way? Don’t really want to use after market wire holders.

It should be OK. Do one at a time and re-torque carefully to the same foot pounds the shop used.
 
Good to go Did a rebuild on my engine and installed new wire holders and as you heads on so did as your thinking pulled head bolt and re-torgue. 8 mos later all good

If you're using them, don't forget the heat shields.
