Could you get manual steering on a 69 Charger?

No matter how much you insisted you could not get some things (e.g. a Hemi with AC), but you could certainly order a Charger with manual steering.
 
I would say yes to manual steering.
 
Anything was possible back then. So yes you could definitely get a charger with manual steering.
 
All of them were "manual" until you ponied up the cash for the "Optional Power Steering", code S77 or with an accessory group like code A04 "Charger Radio Group"

It was 1969, not 2019. A LOT of things were optional and extra cost.
 
Yes. Most still were manual steering in 69. Power steering was still optional and you paid up for it.
 
You also could get a Slant Six and a 3 speed on the column to go with the manual steering.
Back then a good salesman that would take the time would check all the boxes you wanted on a order sheet.
About 3 months later the car you wanted would arrive.
 
Slant six, three speed on the column, manual steering, manual brakes, no radio, no heater, would be standard, everything else...extra cost. A stripper charger like above would be super rare, but what original buyer would want one that way? (I know, lots would take one now!)

Three months?
Nah....IT was between 6-8 weeks from ordering the car to delivery unless there was a parts shortage or employee union strike!
 
Yup, had a 66 hemi charger with manual steering, fun times.
 
The Charger was an upscale car compared to other lines and was therefore more likely to be be equipped with power options. The vast majority of cars were spec'd by the factory, not ordered... so most Chargers got PS. The targeted buyers could afford it, and would maybe even expect it.

It's no wonder that your buddy thinks a Charger could not come with PS. He's probably never seen one without it.
