Did you look behind the dash to see what is there? Is the nut holding the switch tight? There is an Allen set screw on the knob, if that is loose the knob will spin freely. All those knobs will have set screws.
You can purchase a tank from many suppliers. Detroit Muscle Technologies is in Detroit. Not sure if the 66 style tank is available. Someone else will probably Know the answer.
66 pumps are separate from the tank. 67 and later have the pump attached to the tank. I do have spare 66 pumps. PM me and I will see if my friend in Minneapolis can help you out.

You wouldn't have a council clock or the front fender trim or know where I could get those also would you?

the washer motor is gone along with the washer tank. the wiper switxch turns the wipers on and off by turning it clockwise.

Try turning nob to high and might try turning nob a little more to turn on washer motor. To spray ww fluid you need to hold it extra turn position. With no washer motor it could be hard to tell. Haven't tried to wash windshield in thirty years.
