Truth be told I had forgotten about Richie having an older brother.

His role on Happy Days was a short one, don't remember how many episodes but not many

I remember only seeing him in a couple of episodes....not much of a part really.
 
Wikipedia draws out the nutcases....found this comment among dozens of others explaining Chuck's disappearance from the show...

Chuck went off to college, studied physics, and invented a time machine. He went back in time to when he was born, and abducted himself from the Maternity Ward. He dropped himself off in a basket in front of a rich family's door. When he returned to the present, he found himself as the CEO of Amazon. That's right. Chuck Cunningham is actually Jeff Bezos.
