From what I understand, it could of been an option- I would like to know for sure if this was ever the case.

not an option per se. It would have been dictated by: Motor size, Trans type, air conditioning, and whether sold new in California or not.

Not to muddy the waters but this is from the sales brochure.
The brochures printed early in the production run are interesting to see, since this is a pullout advertisement for the '68 Scat Pack, as well as the Charger brochure showing the smaller unsilenced.

A lot of California built emission cars had dual snorkel not unsilenced even some 69 B Bodies. And I have owned alot of California survivor cars.
