I currently have a 70 wheel on a 69 GTX and the horn contact ring does not touch the cancel switch horn contact. I'm looking at the back side of the 69 vs. the 70 and they appear to be compatible. Before I run off and order a 69 reproduction wheel I'm looking for input on what could be the problem?

The cancel "springs" post is not supposed to touch anything by the signal light switch's plastic cancel arms. Show us a picture of your signal light switch... is your horn ring contact roller missing?

A '70 wheel hub is too big for a '69 column anyhow, go for a '69 wheel. Always someone selling one here..

The switch is in good condition. The roller tip simply does not touch the ring

This is the limit I can bolt on the wheel without resorting to using an impact gun which so far I haven’t attempted. I noticed I'm missing the washer too so I ordered a new lock nut and washer just now.

Must have a burr on a spline or something as it should go on further than that..
Excellent that's what I was looking for. I'll wait for the new nut & washer and go from there. Can't find any of the 69 repos in stock anywhere but I'll keep looking :)

I should have ....pm me if interested

Look in your first picture. Can you see the difference in the steering wheels? That large diameter plastic ring on the 70 wheel is hitting the column. They don’t interchange, they don’t fit. Get a 67- 69 wheel and it will fit your 69 column.
