I had to look it up but he was know for riding Harley's. It may have been a early picture of him, idk, I saw the head dress and his name popped into my head.

Yes he built a ton of Harley's.
He was known for those small tanks and was a chopper guru.
That bike in the op looks a lot like one of his style.
Whether it is him or not I don't know.
The guy in the upper left is probably only 50.
