I've made way dumber mistakes than that. At least it didn't have to come apart.

Hole in kickdown lever is "D"-shaped to fit shaft, so will not rotate around shaft if not tightened. Tightening the lever keeps it from popping off the shaft, but might not necessarily be the fix.
The fit on the d shaped shaft was not tight so the travel was somewhat short. I will give it a shot.
I finally got back to this today, i went through the valvebody and checked things over, everything is clean and looks to be in the right places.
Put back in and did a test drive. Nothing changed, so I put a different VB in (fairly confident it is good)
Still exactly the same.
I guess it's time for a pressure test.
Off I go to the hardware store to get gauges and hydraulic hose.
It's really hot outside!

You governor pressure may not be allowing it to down shift. That's a poor place to be looking for fermmer upshifts.
Yes, that was probably the proper dirction to go in the order of diagnostics, I went the route that I did because i don't have a gauge set up, and I had a feeling that there was something switched around in the VB.
Now I know I have to get myself set up with pressure gauges.

See #13 governor weights changed. Just maybe to much of a change
I didn't know that was possible!
The lighter the weight the higher the engine speed needed to spin the governor to get enough pressure to force the shift valve to redirect the fluid and make the shift happen. I have turned weights down on my lathe to lighten them and I think you can still purchase them from some of our vendors.

A&A Transmissions near Indy sells these. I used to have a machinist friend turn down standard heavy weights on a lathe for my performance 727 rebuilds.
I bought these from AA transmission, i think they are 4800 rpm.
Maybe I don't understand how it works.

Those weights would be OK. They are close to what would be in 383 HP transmissions, I think. They will not interfere with everyday driving performance of the transmission.
I think I was wrong on the gov weights, i cannot find the paperwork, but i think that i bought something in the neighborhood of the hemi ones, 5600, 5800, i don't remember.
I went for a test drive with a gauge hooked to the gov port.
40 mph was about 40psi, 50 mph was 50psi, etc.
I mistakenly bought a 200psi gauge, so I couldn't read the pressure @ idle.

Mike, that's all i have is a big question mark!
