Incredible electrical issue 70 charger

Hi! Just got a 70 RT (car was rolling shell when I got it)and have weird electrical issues. Instead of going thru the whole story, I will list the issues. Let me know what you think. I've seen weird electrical stuff before but this has got me stumped!

1. Headlites work fine...no problems there.

2. ALL interior dome lites and ALL rear tail lites have good power at sockets (both terminals inside sockets) but bulbs don't light up.

3. I disconnected ALL switches and relays (including headlite switch, brake lite switch, flashers, turn signal and ignition swithces); ALL power still there but no lights.

4. Thinking it was a ground, I checked and rechecked every connection but can't seem to find a ground on the harness anywhere, and even if I do, why is there still power to all the lights?

5. Cluster lights seem to be fine..come on when key turned.

Any help would be hugely appreciated!
 
Grounding.

Tail lights ground through the spring loaded bulb housing so need to be pushed in to the tail light assembly, make sure they do not fit loosely and make sure they are not corroded. Tail light assembly also need to have good ground path to car body.

Dome light grounds at door button switch. Make sure door switches are connected and grounded well.
 
Yep...it was ground circuits...actually found it in an earlier thread here, too. One ground circuit goes thru the connection between the clsuter and the dash frame (screws that hold it in were loose) and ground cable at forward lite harness. Also installed tail light assemblies. Got most lights now (of course now I need a turn signal switch and a headlight switch- one terminal broken off) but it's progress!
