Seems to me there was a debate on cast or paint. So I wont claim to be 100 percent correct. Far as I can remember seeing all were bare cast with rust flash.
Need make and model. I take you must just have a shell with no dash VIN, fender tag or door tag. Just remember that without the dash VIN someone else most likely re-bodied a car using that VIN.

With or without the ground it will still be correct for just about any 69 model. Seems to me there was a discussion a while back on the ground. I believe someone had posted a wiring diagram and it was used on the high line C-body Chrysler and Imperial. I do not have a 69 C-Body FSM to look at.
There is only the one part number for the service replacement switch. It will have the ground terminal. Its most likely possible that the assembly line had two switches and used them as required for the application. Just about all car lines do not use the ground terminal. It is not for air...
I had several predator carbs. Very finicky and not to friendly. Myself I would not waste my time. If this is a fresh engine needing break in that would be my absolute last choice for a carb.
Did you call them to discuss this issue? Its possible you were sent the wrong shift handle. If I had paid them the big bucks that's the first place I would be calling.
