Not to get " off topic" but plastic fuel filters are the #1 cause of engine fires, especially when banging around.. . But of course, it's up to you to change or not
Interesting, that's actually low. I'd guess you've got a hanging up float, bad needle seat, or possibly warped upper part of the carb ( I've seen that on a afb)
