Sounds like you have found all the problems. Be careful with cleaning solvent, I took off the odometer numbers on my 65 speedo with brake cleaner. Lube that cable with a light grease. A little research should find a product recommended for such use.

Sure, you could also use small plastic plugs (hardware store), or cut small circles of black electrical tape and stick them on larger pieces, sticky sides together, which you place over the inside of the holes.

Jim Kramer probably still sells the correct patch panels to repair that issue, although I cut the top panel to use the OEM wiper penetration area as it wasn't quite the same. Probably the only option.

I flattened out the "prongs" and drilled a 3/16" hole in the center of the clip, installed rivet nuts in the square clip receiver hole (drilled to size), used 10-32 round head screws to retain the clips. Worked great.

I would recommend 1/8" tempered masonite for a package tray. I purchased a "supposed to be" reproduction tray for my 65 Coronet and it was a piece of masonite, rough side up, painted my interiors shade of blue. No aluminum foil on the bottom and a vinyl "hinge" to attach the vertical piece...
