Maybe a short in the high beam circuit if the low beams do come on. When you switch to high beams a short would kick open the circuit breaker in the light switch, so immediately going back to low beams would not work as the CB would have to cool down to complete the circuit.

Are you sure you have a good 12 volts, while cranking, at the power connection? I have a relay suppling power direct from the battery on my system.

Even if you successfully join this together, will it withstand another event like the one that broke it originally? It could fail at a different point. Now, if you have a machinist friend, you have a good pattern to scan for a CNC machined replacement made from billet aluminum. A big if!

All old bulbs become concave due to the spring pressure-for year after year. Lead is a soft metal. Did you try some dielectric grease to ease things a little?

The buzzing sound usually indicates a poor electrical contact in the solenoid. Pull and disassemble that starter. I'll bet the solenoid contacts are burned/worn/pitted. Sometimes the copper disc can be flipped for a fresh surface and the studs can be filed clean.
