    That's the clamp bolt that holds the cable in place. You just loosen the nut but not all the way. Gently tap it at the threaded end to move it. You'll feel the cable loosen up.     And do them all. Some have been known to be just the end studs but many have found it could be any of the holes. I like to use Permatex #2 or Teflon paste.

    I don't know about the 2bbls but with the edelbrock carbs they used a blue seal and ethanol gas would eat them up. There's a red/orange one that is ethanol resistant and works great.

    Common problem. They dry out and don't seal. Weak squirt apon acceleration and that causes the stumble.
