Put a vacuum gauge on it (manifold vacuum) and see what you have. What initial timing are you running? That can effect vacuum. That's not a very wild cam for a Hemi.
My guess is that the kickdown isn't adjusted properly and the lever isn't going fully open especially if it worked before but doesn't now because you changed things.
What year of transmission? 60's and early 70's didn't have a part throttle kickdown. With your throttle completely open, the throttle valve on the transmission should be full open. Double check to make sure the carb is going full wide open with the pedal. If not, adjust the cable accordingly...
The cords can get wrapped up in a spinning fan very easily. THere are a lot of good direction from the posts above. SHow us a picture of where the vacuum advance connects to the carb.
