I have a couple of questions:
Which shields are you speaking of that are metal for 66? The ones up front by the strut rods? My car only have bolts there and an outline in the dirt.
Are your bumper bolts "domed" or flat style?
Shouldn't your tailpanel have red accent stripe painted...
So I would have to put 7/8" more bend in before resistor to make it lower at the other end after the resistor. What does that bend do to the very end of tube with sock?

I didn't have a tank/sender or the 2 lower tubes when I bought my car, it had a fuel cell.
I bought a new:
Spectra Premium tank (CR14),
two reproduction lower tubes and a new reproduction fuel sender.

R413 yes that is the only bracket I used on mine because that was the only hole I had in the inner fender. I bought the complete kit to have everything but guess I didn't need to.

I put factory style battery cables back in my car today even though I have headers. My question is are these other two brackets used in 66? My inner fenderwell only had one hole to accept the bracket shown to hold + cable and bolt.
