Final update: Well, once again it was my fault. I swapped the 2 leads I had crossed earlier but, I really didn't. DUH! Now the wipers function fine. Human error.
I was so dreading pulling the wiper motor that it was affecting my diagnoses.

Update: I crossed the pink (now red) with the F-1 red so, I was feeding the switch backwards. Fixed that, now: no high speed or park so I'll work on those issues, after lunch!

The needle is magnetically driven so a bind, dry bearing, or some obstruction could be present, or it could just be worn out. It is over 60 years old. Many days I feel worn out.

Call Joe Suchy and ask. I doubt there is any functional difference, just manufacturers. My car has green in front and black in the rear. Or they are color coded to make sorting easier.

Make a sheet metal mount that fastens under the cluster, bend it up to follow the contour of the bottom, around and over the shade projection. Weld in some mounting screws and bolt the tach on top. Pad the section on top and/or under to protect the paint.
