Update: Putting my hand over the air horn and the idle speed increases noticeably. Same thing when I spray brake cleaner at the base of the carb between the two idle screws. Ordered another carb kit from Rock Auto today (Walker 15543C). I did find the 10 or 12 carb screws were rather loose...
