That may just apply to CERTAIN information, because I made my requested to the PA bureau around 2015. I did not need the previous owner's permission. They gave me his name, but no address.
With used harnesses, you may run into a lot of brittle ones. There are certainly good ones out there, but if you do go with new... another vote for M&H.
You might be able to get some information (for a small fee) from the Ohio BMV. I did that some years ago with a 69 Charger I had - contacted the BMV in PA. Worth a shot.
Glad to hear you say that. I've wondered about that, since I too will be getting rid of the ISO crap and putting a 72 setup back there. I'm hoping for a bit of a height increase in the back end.
