It does make more power. A good amount in the area it is designed for. For sure, better than stock!
The EGR valve works via vacuum. The valve is open at idle and cruise since this is where the engine spends most of its time.

I had one on a 360. Swapped it out for a 750, a most most noticeable change and gain. Excellent carb, just to small.
