I agree. Unless the wheel is set in to far the UCA should not be able contact the rim, regardless of it positioning whether up or down. However, conceivably, you could have the UCA at its full travel (car up - spindle down) and make contact but again the there is not enough travel for that to...

I think, as to the indexing, he means did you set the adjuster all the way open before installing the t bar and not partialy or at all, Thus allowing for proper adjustment. Im trying to visualize where it is hitting the rim. Is it hitting at full lock, partial turn, left turn or right both...

What wheels are on it ? Wrong back set ? Not enough tension on the torsion bar ?
